Gareth Miller, Director
SHSCT Lead for Child Sexual Exploitation. Director, Chance at Change Ltd | Professional Social Work | Specialises in PAMS Assessments
Gareth is a qualified and experienced social worker with a BSc (Hons.) degree in Social Work. Currently, he serves as the Trust Lead for Child Sexual Exploitation. Gareth is passionate about delivering high-quality, effective, and evidence-based services to ensure the welfare and protection of children and families.
His professional work throughout the region has been marked by a commitment to improving the lives of vulnerable children and families through assessments and evidence-based interventions. As the Trust Lead for Child Sexual Exploitation, Gareth has passionately led initiatives focused on managing and addressing cases of child sexual exploitation.
With extensive experience in family and childcare social work, Gareth excels in direct work with parents and children, conducting comprehensive risk assessments that are pivotal in identifying potential threats to child safety and well-being. His specialised training in various assessment frameworks enhances his ability to formulate effective risk management strategies, ensuring that protective measures are aligned with the unique needs of each family.
Having worked with families experiencing both adult and children’s disabilities, Gareth’s extensive knowledge of the Family and Childcare Directorate provides him with insight into the challenges families encounter daily. He has completed Trust-related assessment-based reports and court reports for both public and private law court orders.
In his previous role as a Family and Childcare Social Worker, Gareth conducted detailed assessments of risk and need, balancing the rights of children and their parents during care proceedings. His evidence-based approach implements interventions that foster growth and enhance family wellbeing. Furthermore, he has led and mentored social work staff, encouraging best practices and continuous improvement in service delivery.
Gareth is committed to human rights and the right to private family life, skilfully balancing children’s needs and parental rights throughout assessments. His professional skills encompass risk assessment and management, child protection and family advocacy, and the implementation of evidence-based intervention strategies. Additionally, he excels in staff training and development and interdisciplinary collaboration, all while conducting meticulous intensive parenting assessments.

Anne Miller, Consultant
Independent Social Work Consultant at Chance at Change
Anne is a registered Social Worker with NISCC and holds a Masters in Social Work. She is a member of BASW (NI). With over 40 years of dedicated experience in child protection, family support, and the management of children in care, as well as those involved in both public and private law court proceedings, Anne’s extensive expertise allows her to effectively support families and navigate complex legal situations.
As a Senior Service Manager within the Health & Social Care Trust, Anne brings a wealth of expertise to her work, ensuring the highest standards of care and support for children and families. Anne’s vast experience enables her to navigate complex situations effectively while advocating for the best interests of those she works with.
Anne possesses extensive expertise in working with families assuming roles as both a practitioner and a senior manager. She has a wealth of experience in engaging directly with parents and children, conducting comprehensive assessments of their needs, and assessing potential risks.
As a Principal Social Work Practitioner for Court work and Senior Social Work Manager, Anne is trained in a range of assessment frameworks including but not limited to PAMS4 Assessment of Parents with Learning Difficulties, Parenting Capacity, Family Therapy, Graded Care Profile 2, Motivational Interviewing, Anger Management and Family Mediation. Anne is also the co-author of several HSC Regional Guidance Documents for social workers and the Regional Social Work Lead for the Hague Convention Guidance.
Anne’s experience within private law extends to her management of a team of highly skilled experienced senior social work practitioners who represent the Trust in all tiers of court in private law family court matters. In this leadership role, she provides a mentoring role, supervision on all aspects of private law matters including but not limited to, residence, contact, relocation, domestic violence, anger management, grandparent applications, implacable hostility, and parenting after separation.
